I would say on the contrary that until this schedule there has been no late morning train from Vinnitsa to Kyiv (after 5:36 and after #10) at a "human" time. No decent train from 6:33 to 14:08.
#764 at 10:28 is filling that gap although a dep. at around 9:30 maybe would have been better.

Forget number 10. Has been cancelled.

not exactly. There are, 828 at 7:03 and 832 at 8:41 (if you are looking place availability more than 10 days in advance - they are not visible, because selling period for this trains are 10 days instead of 45), also there are 066 at 9:18 (unfortunately once per 2 days), 342 at 10:40. Trains 66 and 342 not visible online in place availability and not purchasable in advance because they are starting in Moldova, but can be purchased in ticket counter before departure.

So the main gap is between 9:18/10:40 and 14:08 and 764 not really important filler for such gap. Of course, trains 341 and 66 are not fancy and travel with them are expensive, so if 764 would be not with IC+ fare, but just with IC - it could be competitive with them, but with IC+ fare it complete madness.

But I have other point. The departure time which fill the gap and the departure time conducive for selling overpriced tickets - are not the same things. Even in hypothetical case when 342 and 66 are not available - 10:28 is not the good time to sell overpriced ticket.

By the way, there is still 060 at 6:12 (until the middle of december, true?).

Thanks, but personally I disregard 060. It is often delayed for hours AFAIK. And soon it is gone.

Summer coming again and with it - an additional 761/762 Kyiv - Odesa IC+ service. I have the following questions to it:
Why does it still have to take 7 hours? Didn't they do some upgrades on parts of the Odesa - Vinnitsa section allowing it to go faster?
Wasn't 6:30 within reach? Or even shorter?
Why hasn't the train been extended to Zatoka's Buhaz station?
Where do UZ take the rolling stock from? I see it is a Tarpan, but weren't they serving KR and the IC Kyiv - Vinnitsa - Lviv?
